Tom Hayes said that it is important to document a safety and health program that includes expectations for employee behaviors for reducing loss and responding to an incident. Tom emphasized that training and enforcement are employer responsibilities that net financial benefits in the long run.

Bob Eades explained that North Carolina's laws permit directed care, meaning employers can ask workers to see specific physicians who will focus on healing and returning the employee to work as soon as possible. Bob also took a look at Forms 17, 18 and 19 and documents that support employers in encouraging workers to return to work.
